In Ft. Worth, Texas, drivers were asked to submit breath, saliva or blood samples to determine how many motorists were impaired by intoxicants. The National Highways Traffic Safety Commission was conducting the survey, which they claimed was strictly voluntary and anonymous, even though they forced drivers to get off the road and into their testing area.
