I don’t mean to throw a monkey-wrench into this argument, and let me say up front that I don’t KNOW any details about this particular incident, but I do work with tasers all the time and I would like to draw your attention to the following fact. The taser requires both conductive darts to impact the subject in order to complete the circuit through the subject and shock him. If only one dart hits, the subject literally feels no pain (except for the impact of the dart itself, which is a bee sting by comparison). It’s quite common that only one dart hits the subject, in which case the taser could be sparking away, but the subject will only be “tased” when the officer does a “touch stun” (touches the front of the taser to the person to complete the circuit). Since the subject only screams periodically, I think it could be the case that the officer was doing touch stuns periodically. Again, I don’t know and the officer COULD simply be a huge asshole. I have been fully tased (with darts) 2 times and touch stunned probably a dozen times.
