Hayes clearly asked about expanding Medicaid. She is referring to determining eligibility to receive premium subsidies if you are not eligible for Medicaid and do not have insurance through your job. Her reading comprehension is terrible or she is misleading everyone on purpose.

400% of poverty line for for a family of 4 would be about 94,000 in 2013
