Three main Democratic candidates have signed the Family Act proposal that would guarantee 12 weeks of family leave, financed through an increase in Social Security taxes. Now Marco Rubio want in on the action and has delivered his own plan. It is similar to the Democratic plan with one major difference…it is not guaranteed.
