In “Welcome Back, Jim Gordon,” Jim Gordan is back in action and out to bust even more of Gotham’s dastardly villains. Fish narrowly escapes a certain trauma before turning her sights on The Penguin. Meanwhile, the GCPD investigates a new murder but the case takes a turn none of them saw coming. Gordon, of course, is there with his trademark stubbornness and does what he does best: he stubborns.
