The Iraqi army was caught with more than 50,000 false names, known as ghost soldiers, on their payroll after an investigation into army corruption. The term ghost solider refers to people whose names appear on military rolls and who are paid salaries, but are not in military service. Is this corruption one of the reasons why the army has struggled to contain ISIS militants?
